The State Risk Management Office provides insurance coverage and loss control prevention in the areas of general liability (personal injury, bodily injury, and property damage) to third parties, workers’ compensation injuries to state employees, and casualty damage to state real property and building contents, including: 1) investigation, adjustment and legal defense of claims; 2) develop and implement approaches to addressing statewide liability and property exposures, establish and administer a State Property and Facilities Inspection program, and mitigating risk; 3) provide internal and external guidance on interpretation of legislation, contracts, subrogation and risk financing alternatives; and 4) advise state managers on risk issues that impact budgets and operations, all under the Colorado Risk Management Act and the Colorado Governmental Immunity Act. Our team is made up of dedicated safety professionals who deliver world class workplace safety consultations and hazard mitigation recommendations to the departments, offices and employees of the State of Colorado. The safety services we provide are vital to the employees and citizens of the State of Colorado.
* Provide expert safety services to state departments and institutions of higher education
* Attend safety committee meetings as a safety subject matter expert/safety consultant, report accident statistics, suggest and assist in developing safety programs and provide recommendations regarding hazard recognition and mitigation
* Inspect state property and/or review state property inspection forms completed by agencies, report facility safety hazards and recommend solutions to the proper authority
* Provide and manage the online ergonomic program, train identified department employees on ergonomic assessments throughout the State, conduct ergonomic evaluations of workplaces and recommend changes in workstations or ergonomic equipment to reduce risk of injuries as needed
* Review workers’ compensation claims and analyze data for trending incidents and injuries
* Provide both remote and on-site safety advice and consultation concerning safety compliance with applicable laws, codes, regulations and standards involving safety, liability, property loss, and workers’ compensation issues
* Manage, compile, review, analyze, and interpret statistical data on incident occurrences, accident losses and exposures; evaluate and prepare loss reports and present to departments and institutions of higher education
* Develop and administer research studies on safety issues and deficiencies
* Review and evaluate new industry developments and equipment to communicate, motivate, advise, and lead implementation by state departments and institutions of higher education, on current and appropriate equipment and techniques to eliminate or minimize hazards
* Develop, evaluate, maintain and coordinate education and training materials on safety, liability, property, and workers’ compensation topics
* Travel statewide to present seminars and training to departments and institutions of higher education
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Education and Experience:
Bachelor’s degree from an accredited institution in Environmental Health and Safety or a related field AND two years of professional experience in environmental health and safety as a primary duty, which must include two of the following:
* Providing safety consultation to a medium to large employer
* Developing and presenting safety training
* Developing and implementing safety and programs, policies, and plans
A combination of work experience in a professional safety capacity which provided the same level of knowledge acquired in the required education section above, may be substituted on a year-for-year basis for the bachelor’s degree
* Comprehensive knowledge of Environmental Protection Agency (EPA), US Department of Transportation (DOT) and Occupational Safety and Health Act (OSHA) regulations and standards.
* Developed accurate and diverse safety training materials and conducted safety training to large and small groups in both classroom and field locations
* Excellent interpersonal, verbal and written communication and public speaking skills
* Professional experience in ergonomic evaluations; safety consultation; property inspections, identify workplace hazards; and developing safety programs, policies, and plans
Conducting post incident root cause analysis with a focus on eliminating recurrences.
